You download the clips the same way you download full episodes on Spotify. - Open Spotify and search “The Joe Rogan Experience” - Tap the clip you want (or go into the episode and find the clip) - Hit the download option (usually the little down-arrow) If you don’t see a download button on clips, it might be that Spotify only lets you download the full episode on your device and then you just jump to the part you want. Spotify does let you download episodes to save on data, and you don’t need Premium to watch new JRE episodes.
